Title Case should not lowercase first letter after colon just because in lowercase list

Description

Title case rules should be capitalizing the first word after a colon, even if it is on the "lowercase" list.

currently....
"Imagine: the Remixes", should be...
"Imagine: The Remixes"

We had a rule similar to this when following & but it was confusing - https://community.jthink.net/t/capitalizer-issue-with-the/12025

So instead we have added Capitalize Each Word that will do as required.
